Resumen: El programa temporal de protección por desempleo e inserción regulado en el RD-ley 10/2009, de 13 agosto, viene a sumarse a las variadas medidas ya adoptadas en orden a paliar los graves efectos que la actual crisis económica está teniendo sobre el empleo. Con el mismo se trata de ofrecer temporalmente (seis meses) una cobertura económica mínima (421,79 euros mensuales) a desempleados que, habiendo agotado la prestación por contributiva o el subsidio asistencial, carecer de ingresos superiores a 468 euros mensuales en 2009 y adquieren el compromiso de participar en un itinerario activo de inserción laboral.
Tras enmarcarlo entre las numerosas medidas normativas directamente motivas por la crisis, especialmente el RD-ley 2/2009, de 6 de marzo, de medidas urgentes para el mantenimiento y el fomento del empleo y la protección de las personas desempleadas, el presente trabajo describe y analiza su contenido: objeto, duración, beneficiarios, prestación por desempleo extraordinaria, obligaciones e itinerarios de inserción profesional y dinámica y gestión.

Abstract: The temporary unemployment protection and return to work program regulated in the Royal Decree Law 10/2009, of August 13, is a new measure in order to relieve the serious effects that the current economic crisis is having on the employment. The program provides temporarily (six months) an economic minimal aid (421,79 monthly euros) to those who are unemployed and whose contributory benefits or unemployment subsidy have run out, who have an income under 468 euros per month during 2009 and who accept the commitment to take part in an active return to work plan. After framing the program among the numerous normative measures directly motivate for the crisis, specially the Royal Decree Law 2/2009, of March 6, of urgent measures for the maintenance and the promotion of the employment and the protection of the unemployed, the present work describes and analyzes his content: object, duration, beneficiaries, extra unemployment benefit, obligations and active return to work plan and dynamic insertion and management.
