RESUMEN: En el presente trabajo se analiza la evolución jurídica que han seguido las Haciendas locales españolas desde que perdieran su carácter patrimonialista en el siglo XIX hasta nuestros días. Una evolución tortuosa y difícil que, pese a los indudables hitos alcanzados (particularmente con su proclamación a nivel constitucional), no termina de llevar a los Gobiernos locales al papel de autonomía y suficiencia financiera que ostentan formalmente, y que reclaman desde que empezaran a gestionar un sector diferenciado de servicios e intereses públicos. Tras un recorrido por su historia más reciente llegamos hasta la actualidad, en la que se vive un momento crítico -acaso de transición- para las Haciendas locales, con ocasión de la anunciadas reformas de los sistemas de financiación local y autonómico, de las bases competenciales de los Entes locales, y del nuevo marco que define la actividad financiera general en el sector público español.

ABSTRACT: In the present work there is analyzed the juridical evolution that have followed the local spanish finances since they should lose their character patrimonialista in the 19th century to the present day. A tortuous and difficult evolution that, in spite of the undoubted milestones reached (particularly with their proclamation to constitutional level), does not take the local Governments to the role of autonomy and financial sufficiency that they show formally, and that they protest since they were starting managing a sector separated from services and public interests. After a tour along their more recent history we come up to the current actuality, in which a critical moment is lived -perhaps of transition- for the local public finance, by the announced reforms of the local and autonomous funding, of the power of local Governments, and of the new context that defines the financial activity in the spanish public sector.
